Cleveland and its surrounding settlements sit on land riddled with abandoned mine shafts, making them hotbeds for illegal gold extraction worth billions annually.<\/p>\n<\/p>\n These operations are controlled by organised criminal networks. When territory is contested, people die. The residents of Jumper informal settlement were caught in the crossfire of a war they didn’t start.<\/p>\n<\/p>\n City of Johannesburg MMC for Human Settlements Mlungisi Mabaso<\/strong> admitted that formalisation of the settlement was already under way before the shooting. “We are formalising this informal settlement and installing services,” he said.<\/p>\n<\/p>\n He acknowledged what residents have lived with for years: overcrowding creates blind spots for criminals and makes it nearly impossible for police to respond quickly during emergencies. “By decongesting the settlement, improving lighting and providing services, it becomes easier for police to respond when incidents occur.”<\/p>\n<\/p>\n That’s a bureaucratic way of saying: the state knew this place was vulnerable, and people still died waiting for infrastructure that should have been there years ago.<\/p>\n<\/p>\n A manhunt is active.
