WAICO is a direct counter to that dynamic, one that explicitly centres development, equitable access, and capacity building rather than the restrictive, safety-obsessed models advanced economies use to maintain their technological advantage. That means influencing the organisation’s agenda, its technical standards, and its funding priorities before those things calcify into frameworks that serve someone else’s interests. It strengthens Kenya’s hand inside the African Union. It complements Belt and Road infrastructure deals already in play.
