Members of the Congolese community in Kenya have formally called on the government to investigate alleged recruitment, mobilisation and fundraising activities linked to the Alliance Fleuve Congo (AFC)\/M23 movement operating within Nairobi. This is not a vague accusation born of panic. The community alleges that individuals connected to AFC\/M23 physically travelled to Nairobi to target Congolese residents, solicit support for the armed movement and raise funds \u2014 including inside places of worship. Worse still, they claim young Congolese people, among them minors, may have been deliberately targeted for recruitment.<\/p>\n<\/p>\n
Ganza Daniel C\u00e9drick, President of the association representing the Banyamulenge community from DRC’s Katanga region, is leading the call. His demand is precise: not a political witch-hunt, but a professional, independent and impartial investigation<\/strong> to establish whether Kenyan soil is being used to sustain an armed group that the United Nations Security Council has condemned and that the United States has sanctioned. “We are not asking the Kenyan government to act on rumours or political accusations,” Daniel said. He is asking for the truth \u2014 and that is a reasonable demand.<\/p>\n<\/p>\n Kenya has positioned itself as a regional peace broker for years. That reputation now sits on the line. Allowing armed group logistics to operate from Nairobi \u2014 even passively, through inaction \u2014 would be a betrayal of every diplomatic investment Kenya has made in the Great Lakes region.<\/p>\n<\/p>\n Here is where the stakes get deeply personal for thousands of Congolese living in Kenya. The refugee protection framework exists to shield people fleeing violence \u2014 not to provide cover for those who wish to export it. Daniel’s concern is direct: refugee status and the freedoms that come with it in a democratic country like Kenya could be weaponised to facilitate political mobilisation and logistical support for M23, an armed movement that has already seized the key eastern DRC cities of Goma and Bukavu, displacing hundreds of thousands of civilians.<\/p>\n<\/p>\n Young Kenyans understand this dynamic intuitively. When systems designed to protect the vulnerable get captured by those with power and weapons, ordinary people suffer. The Congolese families living in Nairobi \u2014 many of whom fled exactly the kind of violence M23 perpetrates \u2014 deserve to know that their host country will not allow their community spaces to be turned into recruitment grounds. The Kenyan government’s obligation here is not just diplomatic. It is moral.<\/p>\n<\/p>\n Daniel framed it plainly: “Refugee protection is meant to protect people fleeing conflict and persecution. It should never become a platform for recruiting young people, mobilising communities or financing an armed movement.” That sentence should be uncomfortable for any Kenyan official who has remained silent on this matter.<\/p>\n<\/p>\n The international context makes this more urgent, not less. The UN Security Council has condemned M23’s offensive and demanded a ceasefire and withdrawal from occupied territories. The United States has imposed sanctions on individuals linked to AFC and M23. The global consensus on this group is not ambiguous. What remains ambiguous is Kenya’s willingness to ensure its own territory is clean.<\/p>\n<\/p>\n The Congolese community is not asking Kenya to take sides in a foreign war. They are asking Kenya to enforce its own laws, protect its own democratic values and prevent its freedoms from being exploited to fund bloodshed across the border. As Daniel put it: “Freedom of expression and assembly are fundamental rights, and we respect them. But those rights must not be manipulated to facilitate armed violence.”<\/p>\n<\/p>\n The implication is stark. If Kenya investigates and finds nothing, the country’s credibility as a neutral peace broker is reinforced. If Kenya investigates and finds something, it has the chance to act before the consequences deepen. Either way, investigation is the only responsible path.
