Billions in donor funds flow into Kenya every year. Until now, no one has had a clear, real-time picture of where exactly that money goes.<\/strong> That is about to change \u2014 or at least, that is what the National Treasury is promising.<\/p>\n<\/p>\n

The government is preparing to launch the Development Partners Management Information System (DPMIS)<\/strong>, a single digital platform designed to track all funding from international development partners. Treasury says it will go live before the end of this year. The stakes are not small. In the current fiscal year alone, total grants are projected at Ksh 43.6 billion<\/strong> \u2014 roughly 0.2% of Kenya’s entire GDP. That is your money, in a very real sense, because every shilling of misaligned or duplicated donor spending is a shilling that does not fix a road, build a clinic or train a teacher in your constituency.<\/p>\n<\/p>\n

What will this system actually do?<\/h2>\n<\/p>\n

Think of DPMIS as a live dashboard for donor accountability. According to the National Treasury and Economic Planning, the platform will show \u2014 in consolidated, reliable detail \u2014 who is funding what, where those resources are being directed, what has been committed on paper and what has actually landed in accounts. That last distinction matters enormously. Commitments and disbursements are two very different things in development finance, and the gap between them has historically been a place where accountability goes to die.<\/p>\n<\/p>\n

National Treasury Principal Secretary Dr. Chris Kiptoo, speaking at a ministry meeting, was direct about the ambition: the system should complement government programmes, cut duplication and sharpen accountability for every resource supporting Kenya’s development agenda. He also made clear that data quality is non-negotiable \u2014 timeliness, completeness and coverage are the baseline, not the aspiration. Institutional mechanisms for reporting and validation need to be strengthened alongside the technology itself.<\/p>\n<\/p>\n

Here is the uncomfortable truth this system is responding to: Kenya has long struggled to align what development partners fund with what the country actually prioritises. Donors arrive with their own agendas, their own reporting cycles and their own definitions of success. The result is a fragmented landscape where government planners are often flying blind, unable to see the full picture of external resources flowing through the economy. DPMIS is designed to end that fragmentation \u2014 to give Nairobi the kind of visibility over donor activity that it should have had years ago.<\/p>\n<\/p>\n

Whether the system delivers depends entirely on execution. A platform is only as good as the data fed into it, and getting development partners to report accurately and on time requires political will on both sides. Treasury knows this. The emphasis Dr. Kiptoo placed on institutional mechanisms \u2014 not just the software \u2014 suggests the government understands that the real challenge is not technical. It is behavioural. It is about making coordination mandatory, not optional. Watch this space closely. When DPMIS launches, the first test will not be the interface.
