The National Transport and Safety Authority has identified more than 270 road crash black spots across Kenya, with 199 of them concentrated along the Mombasa-Malaba Northern Corridor \u2014 even as the country continues to lose over 3,000 lives to road crashes every single year, a death toll that has remained stubbornly consistent despite years of enforcement campaigns and public awareness drives.<\/p>\n<\/p>\n
This is not a statistic. This is someone’s mother, brother, classmate \u2014 gone on a road that should have been safe.<\/p>\n<\/p>\n
NTSA Director of Road Safety Dr. Andrew Kipalgat did not come with spin. Speaking candidly, he acknowledged that the persistent loss of life on Kenyan roads is a direct challenge to the authority’s core mandate. “My job as NTSA Director of Road Safety is, so long as the numbers are going up, we are actually not at peace,”<\/strong> he said, adding that the authority’s daily preoccupation is figuring out how to bring those numbers down.<\/p>\n<\/p>\n That kind of honesty from a government official is rare. But honesty without results is just a press statement.<\/p>\n<\/p>\n NTSA is pushing back against the easy narrative that road crashes are simply the fault of reckless matatu drivers and speeding motorists. According to the authority, vehicle-related factors account for only about 17 per cent<\/strong> of road crashes, meaning the overwhelming majority of fatalities trace back to something else \u2014 road infrastructure, user behaviour, and the quality of emergency response after a crash occurs.<\/p>\n<\/p>\n Kipalgat pointed directly at the Salama section of the Nairobi-Mombasa Highway, where a recent crash claimed multiple lives. His argument is blunt: if that road were dualled, vehicles travelling in opposite directions would not be on a collision course. “The people who suffered are the people who were on the other side of the road,”<\/strong> he said. That is an infrastructure failure, not a human one \u2014 and it demands an infrastructure solution, not just more roadblocks.<\/p>\n<\/p>\n This matters because it shifts accountability upward, toward the Kenya National Highways Authority and the government ministries that control road design and construction budgets. Young Kenyans who pay taxes and use these roads deserve to know who is responsible for the death traps they drive through every day.<\/p>\n<\/p>\n NTSA says it has intensified enforcement, particularly targeting nighttime violations, which are disproportionately linked to fatal crashes. Over the past three months, 25 drivers have had their licences suspended<\/strong>, 20 matatu SACCOs have been summoned<\/strong> after their vehicles were flagged for traffic violations, and more than 2,400 vehicles have been impounded<\/strong>.<\/p>\n<\/p>\n Those are real numbers. But context matters: Kenya has millions of registered vehicles and a road network riddled with unroadworthy matatus, unlicensed drivers, and a culture of overlapping and speeding that enforcement alone has never managed to break. Suspending 25 licences in three months, against a backdrop of 3,000 annual deaths, is the equivalent of mopping the floor while the pipe is still leaking.<\/p>\n<\/p>\n Kipalgat laid out a framework that every Kenyan should hold the government to. When a crash happens, he says, four questions must be answered honestly: What was wrong with the vehicle? What was wrong with the road? What was wrong with the road user’s behaviour? And what happened \u2014 or failed to happen \u2014 in the aftermath of the crash? Only when all four are examined does the full picture of responsibility emerge.<\/p>\n<\/p>\n That is a reasonable framework. The problem is that in Kenya, crash investigations rarely go that deep. Official narratives default to blaming the driver, the inquest closes, and the road stays exactly as dangerous as it was the day before.<\/p>\n<\/p>\n Until the system treats every road death as a policy failure \u2014 not just a human error \u2014 the numbers will not come down.
