The Salaries and Remuneration Commission has put forward a Revised Framework for Recognising Productivity and Performance in the Public Service<\/strong>, a proposal that would directly link what civil servants earn \u2014 their bonuses, their recognition, their rewards \u2014 to what they actually achieve on the job.<\/p>\n<\/p>\n The idea did not emerge overnight. The SRC has spent considerable time building toward this moment, and the framework now sits alongside two companion documents: the Draft National Productivity and Performance Bill, 2026<\/strong>, and the Draft National Productivity Management Policy, 2026<\/strong>. Together, these three instruments are designed to overhaul how the government measures, manages, and rewards work across the entire public sector.<\/p>\n<\/p>\n What the SRC is proposing is deceptively simple but structurally radical: financial rewards must be based on verifiable evidence, objective performance assessments, and demonstrated achievement of set targets. Not promises. Not seniority. Not the mere fact that a department spent every shilling in its budget \u2014 which, under the current system, is often treated as a sign of success rather than the red flag it frequently is.<\/p>\n<\/p>\n The Commission is explicit on this point. Any costs arising from performance recognition must be financially sustainable, and rewards must encourage genuine productivity improvements \u2014 not rubber-stamp routine activities or reward institutions simply for absorbing their allocated budgets. That is a direct rebuke of how government performance has often been measured in Kenya, where spending itself became the metric rather than what the spending actually produced.<\/p>\n<\/p>\n The public will get a say. On October 21 and 23<\/strong>, the SRC will hold public participation forums across ten regional venues, covering all 47 counties. The Commission says these consultations are designed to gather practical, evidence-based proposals from stakeholders and ordinary Kenyans on how productivity should be measured and rewarded in the public sector.<\/p>\n<\/p>\n That invitation matters. Because a framework like this lives or dies not in the language of its policy documents, but in the quality of its implementation \u2014 and implementation in Kenya has a long history of promising starts followed by quiet abandonment. Young Kenyans who have grown up watching reform after reform dissolve into bureaucratic inertia have every right to be skeptical.<\/p>\n<\/p>\n But the stakes are real. If the SRC’s framework holds, if the Bill passes and the policy takes root, the civil service could shift from a system that rewards presence to one that rewards results. That is not a small thing.
