The IEBC gazetted this exercise in a special issue of the Kenya Gazette dated September 14, 2026, signed by Commission Chairperson Erastus Edung Ethekon, signalling that the commission is moving with unusual urgency on Ol-Kalou specifically. Unlike the standard Continuous Voter Registration process, which operates on weekday office hours, the ECVR will run every single day — Monday through Sunday — for the entire month. That deliberate seven-day schedule is not bureaucratic generosity; it is a structural acknowledgement that ordinary Kenyans, especially young workers and students, have historically been shut out of registration by inconvenient timelines. The commission is removing that excuse, and so the burden now falls squarely on eligible citizens to act.

Any eligible Kenyan who has attained the age of 18 and holds a valid national identity card or a valid Kenyan passport can register as a voter for the first time. Beyond fresh registration, the exercise also permits existing voters to transfer their registration to a new electoral area — critical for the thousands of young Kenyans who have moved from their home constituencies to study or work but remain registered in villages they no longer inhabit.
